The Coronavirus Aid, Relief, and Economic Security (CARES) Act – Higher Education Emergency Relief Fund (HEERF) Grant at Wave Leadership College provides emergency financial assistance to eligible students who are experiencing hardship that could adversely affect their educational success. The main criteria for a grant are the demonstration of a genuine need and that the capacity for continued study may be in jeopardy due to financial hardship. Applicants must be able to provide documentation supporting the need.

04/28/2021 Update: On December 27, 2020, the President signed the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) (P.L. 116-260). CRRSAA authorizes eligibility for the Higher Education Emergency Relief Fund (HEERF) II for students exclusively enrolled in distance education. This expanded eligibility applies to both new funds under the CRRSAA (HEERF II funds) and any leftover funds under the CARES Act (HEERF I funds).
On May 11, 2021 the Department of Education released updated guidance regarding student eligibility for Higher Education Emergency Relief Fund (HEERF) III that more broadly defines “student” as any individual who is or was enrolled at an eligible institution on or after March 13, 2020, the date of the declared national state of emergency due to the novel coronavirus. General eligibility for Title IV Federal Student Aid was eliminated and students are no longer required to be Title IV eligible to receive HEERF grant assistance.

ELIGIBILITY REQUIREMENTS FOR A CARES HEERF GRANT MARCH 2020:
- Students must be registered at Wave Leadership college for the current semester.
- Students must be matriculated (in a degree seeking program).
- Students must have a record of good conduct.
- Students must have a current emergency need.
- Students must demonstrate an ability and intention to complete their course of study.
- Students must be available for a virtual consultation and be willing to participate in post-award questionnaires.
- Only Students residing in the United States are eligible to apply for the CARES HEERF Grant.
- Students must currently be eligible for Federal Title IV Financial Aid.
- Expenses must be incurred subsequent to March 13, 2020.
The CARES HEERF Grant cannot be used for:
- Previous educational debts prior to the Spring 2020 semester
- Textbooks
- Credit card debts or loan payments of debt incurred before March 13, 2020 AND not related to cost of attendance
- Legal representation or services
Maximum Award: $2,000.00 subject to supporting documentation. However, the final award amount will be based on need as described in the student’s application and as supported by the appropriate documentation.
Applicants will be contacted three to five days after submitting their application.
As the grant draws on a limited pool of funds, Wave Leadership College cannot guarantee the availability of funds for assistance.
Applications are available starting May 25, 2020, by clicking the link below and must include a statement explaining:
o Your emergency and how the current situation is affecting your studies.
o What the requested funds will be used for. You will be asked to itemize each cost and provide supporting documentation for each item.
o What you have done and what you are planning to do in order to resolve your crisis and stay enrolled in school.
Upon review of the student’s eligibility, complete applications will be reviewed by the CARES Committee and a determination will be made. Decisions are final. If approved, the grant will be disbursed to the student within 5 -7 business days of the approval date.
Students who demonstrate exceptional financial need are prioritized as recipients for assistance from the emergency grant program. While a FAFSA is no longer required by HEERF guidelines, it remains a requirement by WLC as a practical indicator of student financial need and is therefore reviewed for amount of funding awarded.
FUNDS HAVE BEEN EXHAUSTED - ALL STUDENTS HAVE BEEN AWARDED FOR MAY 2020 AWARDS
The Department of Education’s May 14, 2021 final rule further establishes eligibility for permanent residents, refugees, asylum seekers, Deferred Action for Childhood Arrival (DACA) recipients, and other DREAMers (inclusive of undocumented students). International students may qualify for funding, however the Department of Education encourages institutions to prioritize domestic students with an emphasis on students with exceptional need.

WLC has received funding from the American Rescue Plan Act of 2021 (ARP) via the Higher Education Emergency Relief Fund (HEERF III). As required by law, a portion of these funds have been designated to be financial aid grants to students with financial needs as a result of the COVID-19 pandemic.

June 30, 2021 Quarterly Public Reporting Requirement for (HEERF I, II, III) (a)(1)
and (a)(4) Student Aid Portion
The following information is provided by Wave Leadership College (the “College”) as
required by the Department of Education (“ED”) in order to comply with the reporting
requirements under the CARES Act. This presents information as of April 8th, 2022.
1. Certification and Agreement
On May 26th, 2020, the College signed and returned to ED the Certification and
Agreement and the assurance that the University intends to use no less than 50 percent
of the funds received under Section 18004(a) of the CARES Act to provide emergency
financial aid grants to students.
2. Amounts To Be Received
Pursuant to the Certification and Agreement, the College is eligible to receive up to
$23,758.00 in HEERF Student Share Grant Funds. The College has received the full
student portion as of August 17, 2020.
As of 5/21/2021 the institution received another $77,498 in student grant funds.
3. Amounts Distributed to Date
As of this submission, the College has distributed all ($23,758.00) of the HEERF
Student Share Grant Funds from the 6/2020 award.
As of this update 4/8/2022 the award for 5/21/2021 in the amount of $77,498 has funds
available currently. Most of this award has been used in Fall 2021 and Spring 2022
semesters for student grants.
$51,428.94 was awarded to students in January 2022 for tuition payments.
$15,150 was awarded to students in February 2022 for tuition payments, emergency
costs associated with food, clothing, school trips, and transportation.
$10,919.06 remains to be awarded by 06/2022.
4. Estimated Number of Eligible Students
As of the Spring 2022 academic semester, the College found that approximately 36
students enrolled in the associate’s program, were eligible for the HEERF Student
Share Grant Funds. This represents 100% of the College’s total enrollment of
approximately 36 students.
5. Number of Students Who Have Received HEERF Student Share Grants
As of the Spring 2020, all 36 eligible students have received some amount of CARES
HEERF Grant Funds.
As of Spring 2022, 29 of the eligible students received CARES HEERF Grant Funds.
6. Method of Determining Which Students Would Receive HEERF Student Share
Grants
The College has decided to prioritize students with the greatest need, but at the same
time establish a maximum funding threshold for each student to ensure that these funds
are distributed as widely as possible. The maximum award is estimated to be $2000 but
will depend on the actual number of applications received and the funds requested by
students, and could be either more or less than $1. EFC’s were used for assessing
need, as well as supporting documentation submitted by the student and balances left
on their accounts for HEERF III awards.
